Public Works LLC formally presented the findings of its Operating and Efficiency Assessment of Calvert County Public Schools (CCPS) to the Calvert County Board of Education. The independent review provides a comprehensive examination of district operations, with a particular focus on how the central office supports schools, staff, and students.

Initiated voluntarily by CCPS leadership, the assessment recognizes the dedication, professionalism, and sustained effort of central office staff in select departments while evaluating how current organizational structures impact long-term sustainability. While not every department was evaluated, the efficiency study reviewed seven departmental areas through staff interviews, focus groups, data reviews, surveys, analysis of key performance indicators, and benchmark district comparisons with five other districts.

The review found that many central office employees are managing responsibilities that, in comparable Maryland school districts, are typically divided among two or more specialized positions. This reflects a highly efficient and lean organization, but one that depends significantly on the extraordinary commitment of its workforce.

Through staff interviews and survey feedback, the review consistently highlighted employees’ strong sense of responsibility, adaptability, and willingness to go above and beyond in service of schools and students. These insights played a critical role in shaping the study’s findings and reinforcing the importance of aligning organizational capacity with expectations.

The analysis further found that CCPS operates with fewer executive layers and broader spans of control than similarly sized districts in Southern Maryland and across the state. While this streamline approach has supported cost containment and efficiency, it has also contributed to capacity challenges in key functional areas, including communications, legal services, instructional oversight, and systems coordination.

Importantly, the report frames its recommendations as targeted capacity corrections, not administrative expansion. The proposed strategies are designed to better align staffing with workload demands, reduce operational bottlenecks, and strengthen systemwide support for schools. Throughout the analysis, priority is placed on protecting classroom instruction and student programs while remaining mindful of declining enrollment, increasing student needs, and expanding state requirements.

The goal is not to add bureaucracy, Public Works LLC notes. It is to ensure that critical functions are adequately staffed so the district can operate efficiently, manage risk, and “allow principals and teachers to focus more fully on teaching and learning.”

The Board of Education will use the efficiency review as a strategic planning resource to inform future discussions related to budgeting, priorities, and phased implementation. Any potential changes will be considered through a transparent process and aligned with the district’s core vision to unlock potential, empower excellence, and shape futures for every student.
